Perquimans Booking-Photo Record Status
A booking or identification photo documents identity at an arrest or confinement event. Release does not convert the image into proof of innocence, guilt, current custody, or present status. The legal result comes from the court record. The physical exit comes from the custodian’s release entry. Those records must be reconciled with the photo.
North Carolina’s public-record definition in G.S. 132-1 includes photographs. Yet G.S. 132-1.4 also addresses law-enforcement and investigative records, including investigative images. The statutes reviewed do not create a simple rule that every booking photo must always be disclosed. The custodian must consider the record’s role, exemptions, court orders, and expunction or sealing.
The official law-enforcement records statute is shown below because it supplies the legal context for a Perquimans County booking-photo request.
Ask the record holder for its decision rather than treating the public-record definition as an automatic disclosure order.
Perquimans State Offender Photos
NC DAC OPI can display an offender photograph on a state correction detail. Search with the person’s offender number when known, or use full name and birth filters. Then compare county of conviction, docket, offense, admission, and status fields before treating the photo as a match. The image belongs to the state correction record.
A DAC photograph is not necessarily the Albemarle booking photo from the earlier arrest. It may have been created later, after commitment to state prison. OPI also excludes people whose custody never entered the state system. If the person was released from jail on bond or after a local sentence, the Albemarle or Sheriff request route remains necessary.
Read “Inmate Status” and “Probation/Parole/Post Release Status” with the image. A visible photo can remain on a record whose incarceration is inactive, and active supervision can continue after the Actual Release Date. The image itself cannot settle the release question.
Where Perquimans Release Mugshots Appear
Adult Perquimans County arrestees are normally confined at Albemarle District Jail in Elizabeth City. The jail has no native roster, booking archive, recent-release photo page, or 24-hour and 72-hour release gallery. Its “Inmate Lookup” goes to VINELink. That local structure makes a records request the strongest route to the original jail image.
| Channel | Has a photo? | How to access |
|---|---|---|
| Albemarle roster or recent releases | No official local photo page exists | Ask Albemarle for the booking or identification photo tied to a specified booking. |
| Perquimans Sheriff | Possible if the office holds an arrest-processing image | Ask the Sheriff separately and identify the arrest event. |
| VINELink / NC SAVAN | May vary by feed | Open the matched record and observe whether an image is supplied. Do not presume one. |
| NC DAC OPI | Often available on state offender detail | Search OPI for a person who entered state correction custody. |
| News coverage | Sometimes | Check event-specific reporting, then use official records for status and image context. |
| Third-party pages | Sometimes, but not authoritative | Do not rely on them for identity, release status, update time, or image rights. |
OPI’s image is a state correction photograph and may not match the earlier Albemarle booking photo. OPI also does not cover a person whose case stayed entirely in county-jail custody. A VINELink image depends on what the agency feed supplies.
No Perquimans Mugshot App
No current official Perquimans Sheriff app with inmate, release, or booking-photo features was verified. A third-party app-history service records a former sheriff-branded Android package as removed in January 2025. Its old description did not advertise inmate or release functions. That listing is non-authoritative historical evidence, not a current county service.
Do not seek an obsolete package or assume an app supplies mugshots that the county website lacks. The official Perquimans Sheriff page has no roster or release module, and the regional jail points people to VINELink. The same absence affects the Perquimans County 24-hour releases: there is no official chronological feed with photos.
Note: A former package listing does not establish present county endorsement, current security, or any working inmate-photo feature.
Request a Perquimans Booking Photo
The correct first custodian is usually Albemarle District Jail because it holds adult Perquimans arrestees. The Perquimans County Sheriff is the arresting agency in many cases, not the jail operator, but it may possess its own arrest-processing image. Separate requests prevent one office’s “not held” response from being mistaken for a denial by both.
- Identify the person by full name, date of birth if known, and the Perquimans arresting agency. Add an approximate booking or release date.
- Ask Albemarle District Jail for the existing booking or identification photograph tied to that booking. Request the commitment and release entry too if custody context is needed.
- Ask the Perquimans County Sheriff separately whether it holds an arrest-processing photo for the event.
- Request an electronic copy and a cost estimate before costs are incurred. Neither office publishes a dedicated booking-photo form, fixed photo fee, or guaranteed turnaround.
- If access is denied, ask for the statutory basis and whether a nonexempt portion or another existing record can be supplied.
North Carolina law allows the actual cost of copies and limited special-service charges under G.S. 132-6.2. It does not require an agency to create a new image or list that does not exist. Keep the request narrow enough to locate an existing record.
Perquimans Photos Beyond Official Records
Event-specific news or government press coverage may reproduce a photograph. The image might be a booking photo, an older identification image, or another supplied picture. An article may also remain online long after the custody event changes. Always use the court and custodian to verify the later disposition and release.
Commercial aggregators can also retain images, but they are not authoritative for identity, update timing, release, or the right to use an image. No commercial mugshot publisher or data-broker link is appropriate here. One misleading third-party page even describes a standalone “Perquimans County Jail” that does not exist. Adult local confinement is at Albemarle District Jail.
When an image outside an official record conflicts with current information, preserve the source and date of the image, then compare it with the booking, release, and court records. Do not infer present custody from the fact that an old photo is still visible.
Perquimans Mugshot Access and Removal
No enacted statewide anti-pay-to-remove law was located in the laws reviewed through July 30, 2026. Pending or prior bills are not law. Do not promise automatic removal, a set deadline, or a paid removal outcome. Ask the image holder what rule it applies, and do not endorse a commercial removal service.
An expunction is a court process that can affect record access, but it does not make every person eligible and should not be described as a universal deletion command. The exact charge, disposition, prior history, waiting rule, pending case, and statute all matter. For an official image after an order, provide the order to the agency that holds the record and ask how it applies to that specific photo.
North Carolina’s sheriff retention schedule says identification photos not made part of a case file may be destroyed after three years. If included in a felony or misdemeanor case file, that file’s retention controls. This is permission for records management, not a promise of destruction on a set day or public display for three years.
Online visibility is a separate question. Albemarle publishes no period for keeping a released person visible through VINELink, no booking-photo display term, and no local image archive. A live search that no longer shows the person cannot establish that the agency destroyed the underlying photo. Request the existing record or ask for the applicable retention decision.
When an official source corrects or restricts access to an image, a news outlet or unrelated publisher may still hold a copy under its own lawful rules. Contact each holder directly with the relevant court order or correction. Do not pay for a promise that conflicts with the official process.
File Perquimans Expunction Petitions
For a case charged or convicted in Perquimans County, an expunction petition is filed with the Perquimans clerk. The North Carolina Judicial Branch expunction resource provides forms and process information. Eligibility remains statute-specific, and filing does not guarantee that a petition will be granted.
Legal Aid of North Carolina’s Second Chance Project limits new-file intake to the first full week of each month through JusticeHub or 1-866-219-5262. Confirm that schedule before seeking intake. Current G.S. 15A-145.5 has detailed exclusions, waiting periods, notice steps, and case-history rules, so the court record and legal guidance should control.
After an expunction order, address each official record with its custodian. Albemarle, the Sheriff, the court, and NC DAC do not all hold the same image or apply the same record process.
Verify Perquimans Mugshot Identity
Match a photo to a booking number, full name, date of birth, arresting agency, and booking date when those fields are lawfully available. Similar appearance or a shared name is not enough. A later DAC photo can help identify a state record, but it should not be relabeled as the original county booking image.
Then establish the custody event separately. Albemarle’s release entry can distinguish community release from transfer. The Perquimans eCourts case can explain bond, dismissal, judgment, or another legal outcome. If a receiving agency took custody, its record is the next source. The Perquimans County release search sets out that full record chain. This sequence keeps an old image from being used as a claim about current status.
A narrow description protects accuracy: identify the image as an Albemarle booking photograph, a Perquimans Sheriff arrest-processing image, an NC DAC offender photograph, or an image used in dated news coverage. Do not call every image a current mugshot. State the source date and avoid adding a release claim that the image source does not make.
